website for missions (Blazor Server)

the main idea is I have missions
when the mission start I send to companies users to register their participant in the mission
and page for admin to approve participants or reject them + page for create users and activate/dis activate +
page for adding missions and activate/dis activate.
also I want every user (admin or from companies) can view the mission he has role to view (only super user can view all mission) if there is no active mission the user can not login
also I need a flag that can I activate the mission
if the user have more than one mission he should choose the mission he want after login
and also I have more than one admin type
