Process to download PDF from web server, draw signature, upload and save to server (ASP/VBScript/MSSQL)

We would like to build a process where a user can download a pdf file, draw a signature, and have the file saved back to the server. We would like advice on possible approaches and what's possible. This isn't necessarily a project where you will need to code the solution, depends on what approach is selected.
