Need a Microsoft SQL Server Replication Expert

We have a Local Database where transaction happens. We also have the same SQL Database on a Hosted Virtual Server. Those 2 have to be kept synchronized all the time. In short, any change on either of them must be reflected on the other database. The Web Server has a static IP. The Local Server doesn’t have a Static IP.
The Local Server has to be a Distributer and Publisher. The Web Server should be a Subscriber only.
