Help me fix an SQL connection error on Windows 10

I was using a software built by a friend of mine for years to help me to create invoices. The software was built in Visual Studio more than 5 years ago and was not public, only for private use.
It used to work on my laptop but now when I reinstalled the Windows, software is no longer running.
I need it to be fixed. I get a connection error.
