initialize MS project to manage a portfolio

I have many project in my organization and I want to centralize them in MS project 2013 for proper monitor and control. the nature of project as follow:
1- different type and size and requesters
2- some have relation and some are not
3- some design and some construction. Also, IT projects
4- My concern are the high level program/portfolio monitor. each project has pre-award phase need to be monitored (RFP preparation, soliciting the bidder, floating, Evaluation, Awarding) the the implementation phase
what I want:
1- recommendation and explaining (with example) how to have those projects in one file represent the portfolio.
2- how to monitor the baseline
3- how to issue the report for all the portfolio or certain groups.
4- how to allow the project manager to share the progress without modifying the baseline
