Migrate project server 2010 to project server 2019

The aim of this project is to develop a (or set) of PowerShell script(s) and config files to fully automate an upgrade
from Project Server 2010 to Project Server 2019. The full process (through 3 staging environments) should be
triggered from a single command and reference config files for all configurable settings (i.e., Server names, Web app
names, URL’s, database names, service account names etc.).
