Create MS project template with the column that calculate actual Progress vs Planned according to each Project Phase Weight and the variance column colour coded if the project i in good health or behind the scheduled or late .

for example :a project duration is 600 days and the overall wight 100 distributed among the project life cycle Weight
1-initiation overall wight 10% "regardless of how many tasks under initiation the wight should not exceed 20%"
2-Planning overall wight 30% "regardless of how many tasks under Planning the wight should not exceed 30%"
3-Execution overall wight 50%"regardless of how many tasks under execution the wight should not exceed 50%"
