Create a skills matrix using power apps

I need a skills matrix created in Power Apps that will track employee skills, identify skill gaps, and evaluate training needs. It will be accessible by both internal and external users, and should export the data to an external source. The skills matrix should be easily manageable and facilitate quick evaluations. We have Microsoft office suite active. Need to work on remote PC
