Set up Outlook again,remove all devices connected to outlook,download all email dump on laptop from the server

I need some help with setting up Outlook again, removing all devices connected to it, and downloading all email dumps from the local server to a laptop. I'm using Outlook 2019, and I'm connected to a local server. I also need assistance to set up email access on another device, but only partially. I'll need help with the setup process, so the right individual should have experience in software configuration and installation. The goal is to ensure that emails are seamlessly forwarded to the laptop, and that any unauthorized devices connected to Outlook are removed.
