Outlook Email Group Organizer

I have tried over and over to setup group / distribution lists. they work a few times and stop working. microsoft support team has been no help.
My goal is to implement an efficient system to manage my Outlook emails. Specifically, I intend to set up 1 to 5 email groups to route relevant emails and ensure they reach the appropriate parties. The ideal freelancer for this task would be experienced in email routing, group setups in Outlook, and have excellent organizational and communication skills. They should have a solid understanding of the Outlook platform and the ability to explain the setup process, so that I can maintain and modify the system in the future if needed.
