Outlook 2016

My name is Richard (assistant manager IT) and one of my reasonability's is our Exchange and Outlook application.
We are a small environmental company with about 300 Outlook users and have one or 2 departments which just don't get it. Would like a waring message to pop up each time a user logs/opens Outlook. Am having training issue with some departments opening or clicking on links and getting them in trouble. Have about 200 users that use Outlook.
Warning should read something like;
Do not click on links when you don't know the sender
BE AWARE - BEFORE YOU OPEN ANY EMAIL
Questions:
Do you know, Sender, have attached a file, have a hyperlink within the email.
Unsure? Contact your IT Department
No idea what something like this could be done or the cost to do it.
