Help getting outlook anywhere to work. Outlook users can't open outlook

I am having troubles with Outlook Anywhere and need some help. I am using Outlook 365 and have a Microsoft Exchange server, however, when I try to open Outlook I get an error message that says “Cannot start Microsoft Outlook”. I have looked into the issue and done the tried and true fixes such as restarting the computer and reinstalling Outlook to no avail. I need someone knowledgeable about Outlook who can help me get Outlook Anywhere working and allow me to open Outlook successfully.
