Email Marketing Software.

We are looking to have created an outlook addin that allows us to mass email marketing lists using Microsoft 365.
The idea behind the software is that you upload an email and a contact list (CSV) and using Microsoft 365 and the Exchange server it takes that email and emails each contact 1 by 1 from the email server. This ensures deliverability and would need to confirm to CAN SPAM rules of adding an unsubscribe link to all emails as we a signature etc.
We should be able to add multiple email accounts in Outlook which would then allow us to rotate the sender and ensure we remain within the limits of each mailing account (For example Gmail has a limit of 500 sent messages a day)
By using multiple accounts we want to get to a position where we can email 20-30K contact lists a day. Further details can be provided as needed but ultimately this is the basic principles. Looking for someone that may have experience in developing outlook add ins and knows about email systems.
