I need to speak with a human live on the phone who is an expert in Microsoft Outlook in the USA Native English speaker

I have 2 new computers. My old Outlook apparently was a developer version. When Outlook was activated on the 1st of the 2 new computers, it is apparently a developers version. Outlook is now not synching to my phone or new computer. Focused and other now gone. Hundreds of hours of rules not accessible, and I would prefer not to loose them. I cannot create new rules and I cannot create new folders. I need this computer to be the main Outlook "home" I do not desire to reformat a brand new computer, deluge outlook by loosing all rules, and I need new folders yesterday. Microsoft has been useless. They also wanted to delete all Microsoft programs. Excel not working right, maybe it's because developer version.
