I need a microsoft developer for a reminder system

Project takes due dates and working backwards sets series of due dates and fires off emails which require responses (in no response supervisor is notified) etc.... is rather involved as incorporates tasks from outlook to be tracked in excel, time to be set aside for scheduled time to work etc. I'll use visio to outline the processes and provide examples of the emails.
Needs to operate from a switchboard in excel and run independntly on computer
