iCloud email won’t work with MS Outlook on my Windows 10 PC

I am trying to add my iCloud email to Outlook on my PC but “couldn’t log on to the incoming (IMAP) server. No issue using outlook for same account on ipad, and no issue logging onto iCloud.com to view it.
Is this an Apple or Outlook issue?
