Outlook not working on certain wifi

I have an exchange 2010 that is working great on some networks but seems to not be working on some networks. I have noticed it doesnt seem to work on some mifi devices.

I also have an L2Tp VPN set up but somehow is not trying to route through this VPN to connect to the outlook server. Let me know if you are an expert in this
