Migrate Exchange 2010 to 2013 to 2019 - Upgrade Windows in Domain controllers from 2008 as well

Need Microsoft Windows - DC and Exchange migration expert.
We have active Exchange 2010 running and being used live.
We have Windows 2012 and Exchange 2013 installed on new server.
Need to migrate 2010 to 2013 and update in place, 2013 to 2019.(database and mailboxes, along with certificate)
Also, upgrade 2 domain controllers from Windows 2008 to Windows 2019.
Make sure all is working as existing.
