Issues with fresh install of Exchange Server 2019 - HMACProvider.GetCertificates:protectionCertificates.Length<1

I have a new deployment of Win Server 22.
I (Successfully) installed Exchange Server 2019 CU11
All processes are running as they should in the background and the server appropriately responds to Mxtoolbox.com
If I try and open the OWA or ECP, I get an error:
