I need a cloud developer to create a document processing app incorporating AI

I would like to create a document processing app for my organization having a workflow as per the attachments backed by cloud based services with a suitable human interface.

The purpose is to automate our responses to simple RFPs, and to semi automate the process for complex RFPs using AI. The attached documents are self explanatory.
