Powershell expert to schedule Azure Elastic Sqlserver to scale up and down

Build a solution, that will auto scale our Azure Elastic SQLserver up in the morning and scale it down at night. The task will need to be completed interactively on our server. Therefore, quote based on hours required.

Must be skilled in Azure powershell, elastic server configuration , Azure automation and runbooks.

If you have a solution that is based on Azure Logic Apps that is fine too.
