Retrieval of locked Azure & Mongodb account for non-payment & data retrieval with settlement

Azure services was disabled and data deleted in Sep'22; Mongo db access locked and data deleted in Jan'22. Non-payment of Rs 2.5 L each for company had to close operations for lack of any funds. Now it want access and data for It is talking to potential others to revive the project with limited capital where IP reassignment might be required. Need help with settling with them with free/basic accounts.
