Need help with getting the elevated secrets from Azure to GitHub Actions

We have elevated SP's in azure used for out pipelines. Recently we have migrated from AzDO to GITHUB Actions and need the elevated SP's app_id and secrets to be migrated to GitHub.
This needs to be achieved using terraform.
