Hands on Training to help me get up to speed creating automated task in Azure AD

I would like to do a project hands on training to help me learn how to create a automated solution for when a request is made for users to get into some training, that the system will check if users have a Microsoft Office F3 lic and if not, assign the requested users in Azure AD to an Access Package Group that assigned members of that Access Package the Microsoft Office 365 F3 lic, then send a conformation email to the requestor that the users have been assigned the Microsoft 365 F3 lic that was requested.
