Build Azure CI/CD pipelines to deploy and update Conditional Access policies and NameLocations

Please I need to build CI /CD pipelines with Azure Repos to deploy Conditional Access Policies and Name locations with the following:
Step by step to follow
Use Azure Repos and Artifacts
Parameterize the deployment
Trigger automatic update of the policies when new policies are added or updated
Use KeyVault where necessary for secret

I have some scripts I can test with if the need be
