Azure arc kubernetes implementation on 2 pcs , 1-windows 8.1 , 2-windows 11

I need to create , connect and deploy 2 kubernetes clusters to my azure ml work space to do ml training and deploy my ml models for real time inference using my 2 local computes , I do understand that could be done using azure arc but if could be done better I am open to suggestions .
