small database

I need some help creating a small database. I am not sure what type of database I should use, but I have been considering a relational database such as Microsoft Access. I am not sure about the size of the database but it will probably stay relatively small. I do not have a preference in terms of the programming language used for the database. This project is for someone with specific experience creating databases with Microsoft Access. Any other advice would also be very welcome. Thank you for considering this project.
