rebuild or repair an old access data base

I have an old 1995 program based in MS Access I have the original upload disk but no matter what I do, I keep getting Access denied when I try to install it. And it needs a few upgrades like cell phone number option. I don't know if it needs to be completely rebuilt to work with today's MS software or if there's a way you can make it work on my Windows 10. it is the best program for what we do and we can't seem to find anything else that fits. The result should be a functional and robust database system with a range of features that meet my needs. I've attached a picture of the files.
