Re-create simple Access database in Excel OR as stand alone web-based database - seeking quote

Hi, I have an Access database that was created for me. It contains a number of forms and tables.
I have attached the database and files to this post.
I want to have this replicated as an excel spreadsheet.
The idea of the database is that a person can open it and fill in a behaviour event form that when 'submitted', the data adds to a table (worksheet) called behaviour report.
In that form which is filled out, most fields contain a drop down list which can be modified by going to a worksheet and adding or changing data.
The data can then be filtered and graphed in a number of ways (see datasheet in the database to see the different ways it can be graphed and filtered).
What I really need is that with a password, other sheets can be unhidden and changed by administrators.
I also would like to ability if possible to;
1. print out single reports or summaries of the graphs
2. ability to automatically email someone or notify by a notification somehow if a report is made
I want to keep it as simple as possible so a school can place the excel on their shared drive and anyone can access it locally.
