We operate several industrial power plants. We are currently using MS Access to keep data on equipment, such as pressure, temperatures, and flows. We refer to this as taking readings. Currently we walk around a very large building with use a paper forms and write down the readings from various pieces of equipment. We then return to the control room and enter the readings into the MS Access database. We use the database to search for records compare conditions and generate printed and electronic reports (PDF and spreadsheets). Although we operate several facilities, I would like to limit this project to one plant or facility at the time, to avoid confusion. I will refer to this plant, facility, or location as Corbin. I will include a copy of the MS Access program that we currently use at Corbin. This will provide the names and properties of the fields, we use.
Ultimately, we would like to add the data from the Access program into the new project. Since we append this database daily, transferring the data to the new program will have to wait until the new program is tested and ready for use.
This project is to produce a database that we can enter the readings into. The database will be on the server that hosts the program. The database will have normal database functions (CURD) using any common browser and will produce the required reports.
We would like 4 user levels of access to the database. Level 1, enter data into new record with a portable device. Level 2 view date and run reports using any browser. Level 3 modify data in any record, and to create reports, using any browser. level 4 administrative level, to manage credentials using any browser

Two important factors.
The level one user will use a handheld device such as a iPhone or Android or tablet to enter data in the system while moving about the facility. Since internet service will be spotty it is necessary that the user does not need to be in constant contact with the server. For this reason, I see it necessary for the user to open a new record on the database enter the default time and date. Collect the information necessary to enter the data, as well as existing data from the previous entries (explained below). Then lock the record until ready to transfer the data to the server when collection is complete and a good connection to the server is made.
The other important factor is. Several readings are cumulative. this means that after the reading is entered a calculation is made and the results stored and displayed. An example of this is the total gallons from Water Meter #1. The user will read the display on Water Meter #1 and enter it into the appropriate field. The program will use the value of the last time Water Meter #1 reading was entered. The program will subtract the last reading from the current reading and display (and store) the gallons used since last reading. Readings are taken 5 days a week and equipment are rotated regularly, a piece of equipment may be off for weeks or more, and the last reading might have been many records back. This is why data from previous reading has to be collected when the record is locked in the previous section.
I would like to be sure that anyone interested in this project is well aware of these two important factors before bidding on this project.
The rest of this project is normal database operations with a normal appropriate user interface.

We would like the database to be MySQL and the browser interface to be Word Press or PHP based.
I would like this by the end of the year.

Our budget is $2000 for the completed project for 2 locations and 2 tables for each location including existing data migration.
