Microsoft Access > MySQL > CSV Output: Live Data Migration/analysis

I have an Access database that updates with live data 24/7.
I need this data to be uploaded/sent live every X seconds to a MySQL database where the data is analysed in real time. In some cases following this analysis, some of this data needs to be copied to a CSV format file, to be uploaded/sent to a URL available to be downloaded/accessed by another programme.
Part of this project involves setting up approx 10-14 data tables within MySQL based on an existing Excel database which uses various formulas and index functions. Possibly these tables I can build myself/obtain from someone else to save time.
This is an urgent project and one I believe may be complicated even for experienced coders. It will require full dedication and must be completed by end of March. Upon agreement/understanding of scope, a fixed fee will be agreed for each milestone, assuming milestones are table/database creation, live system to be tested and sign off once all bugs are fixed.
Experiened coders/developers only please. Must be fluent English and be able to demonstrate experience working on similar projects.
