Make Microsoft Access talk to Klaviyo API in Visual Basic

I want to integrate my Access database with Klaviyo's API, which should be quite simple.

I want to be able to press a button on a form and it will check if this person is on a certain segment in Klaviyo.
If the person is not on the segment it should ask if the email should be subscribed and then add that email along with the firstname field and then record the retuned ID in the Klaviyo_ID field.
If the person is already on the list it should record the returned ID in the Klaviyo_ID field.
The system should always check with Klaviyo even if the database has a Klaviyo_ID recorded, if the record has a Klaviyo_ID but the API call returns nothing then the Klaviyo_ID should be removed from the database.
To check a segment we will be using this API:
https://a.klaviyo.com/api/v2/segment/RWFUb9/get-members
Where RWFUb9 is my segment ID in Klaviyo.
To add somebody to my list we will be using:
https://a.klaviyo.com/api/v2/list/YdULNX/subscribe
Where YdULNX is the Klaviyo ID for the list I want this person to join.
