Database with query

For my project, I am looking for an experienced freelancer to help me create a simple and efficient database with query functionality. I need a database hosted in Excel or other software that allows for easy form entry. Query functionality is important to me, but I'm not sure what type of query I need - so advice in this area would be really appreciated. My criteria would be the Data Type, Number of Entries, and Date Range. This project is time sensitive, so having somebody experienced with databases and queries who can work efficiently and quickly is ideal. I need to create a database of vendors and subcontractors with the ability to search by different criteria with easy entry.
