CSV collate and populate PDF forms

I have a software system that does not include all available fields needed in a report.
I have a master file of tenants with addresses of units etc and a delinquency file that includes names and amounts due. I need a solution that cross-references delinquency file and import address information. The resulting records will be used to populate PDF forms for printing and mailing. Both record files are in CSV format. Solution can be batch, MS access, powershell etc. as long as input files can be updated each month and with each run of the programmed solution.
Master File - Fields
Property Unit Tenant Status Tenant Type Move-in Lease To Rent Deposit Tenant Tags Tenant Address Tenant Street Address 1 Tenant Street Address 2 Tenant City Tenant State Tenant Zip Lease From First Name Last Name
Delinquency File Fields - Unit, Name, Tenant Status, Tags, Move In, Move Out, Deposit Amount, Receivable, Delinquent Rent, Delinquent Subsidy Amount, 0-30, 30+, Last Payment, Payment Amount, Late Count
Records collated on Name with all information from both files combined into one report result.
Exportable or usable in a PDF form.
