Building MS Access Database

Hi,
I need an expert to help me build an Access database, basically I need around 100 users to have access to this database ( Project Managers ) & enter the data of work done every month, But I need every Project Manager have Access To only his Own Projects. these data will be my monthly Accounts Payable Accrual. Also, I need to work on this project myself, so, the bidder should expect that I will do the work myself under his guidance & Teachings.
