Build Access database for storing customer info along with scanned picture files

I am looking for someone to create an Access database that we can use to store customer information (first name, last name, address info, license expiration, permit exp, etc.). Attached to this customer record, we need the ability to scan a picture ID (Driver's license, military ID, etc) from a scanner and have it attached to the record. We currently have a Vizcard Reader BCR901 that we would like to utilize for the ID scanning. If possible, we would also like to be able to scan a letter size permit into the customer record (our Konica Minolta 367PCL copier scans into a .pdf file). The database needs to be searchable using last name and first name. We search for customers using their name to determine if they are in our system so we can verify that we have their photo ID, permit, and if their info has not expired. Lastly, if OCR is possible to automatically populate the name, address, ID expiration then it would be a bonus.
