Automatic print order when time between two orders is longer than 30 minutes

I need an external program that continue checks a table inside a database (.mdb) and compares 4 columns

Table 1 - 10:00 hours
-------------
Soup of the day
Carpaccio
--- Starter ---
Steak
Salmon

Table 1 - 10:25 hours
------------
--- Next course ---

If the --- Next course --- doesn't come in 30 minutes then automatically a ticket comes with --- Please check next course ----.

It is a POS system with a Microsoft Access database. I do not have the source code of the POS system but we can do a external program dat checks the database.
