Access developer to help with volunteer project

I am a novice Access user and am trying to make an Access database to track the equipment that a group of volunteer disaster responders use. Part of the challenge is that some of the gear is issued to some of the responders and gets returned when they leave the group. Attached is my attempt at it so far so you get the idea of what I am after, but it does not all work the way I want.
