Access database / Batch file

I need an solution that can do the following

Create a batch file that

Looks in a folder for new scanned images.
Uploads these images in to an Access database table. Table spec below.
Moves the uploaded images to an archive folder.

Access database table spec

imageid int index, -- auto populated at time of load.
customerid int, -- to be entered by user after image loaded.
invoice id, -- to be entered by user after image loaded.
date uploaded -- auto populated at time of load.
image [blob or other data type]

i would need a data entry screen created so that a user can add a
customerid and invoiceid when being reviewed.

i need this work completed in the next 3 days, so please only bid on
