MS Access/SQL Server and Self-Driven Technical Consultant

Looking for a self-driven MS Access DEVELOPER and TECHNICAL CONSULTANT who I can give 1 Line requirements to from customers and who can...:
1. Breakdown the requirements and propose solutions ('wears solution architect hat') whilst studying a MS Access or SQL Server solution.
2. Estimate the work and propose a timeline in which they can do it.
3. Knows how to build integrations with SQL Server backend and other third party apps
4. Develop the work on time as agreed with weekly status updates.
5. Comfortable to talk to customers directly in English on Teams calls.

Profile:
- MS Access (sql server backends or dataverse backends are your second nature)
- Visual Basic (SOLID principles and knows performance optimization)
- SQL Server (Management Studio and scripting)
- The candidate HAS STRONG INITIATIVE and doesn't care if the customer application is in Dutch, German or English.
