MS Access Report wrting and data transfer to Salesforce.com

GCSIT has a simple custom application that we wrote on top of MS Access called the Quote Order Tool (QOT) with a simple SQL db to support it. GCSIT processes all of its customer IT Asset sales (laptops, servers, networking gear etc) through this QOT application. GCSIT also uses Salesforce.com as its Sales Force CRM.
GCSIT Uses SPIFF which is a variable compensation application that has a custom business object that hangs off of the Salesforce.com Opportunity Tab. Our commissions/variable pay requires GCSIT to push data from our QOT to be pushed back in to Sf.com on a batch basis in order to calculate individual and team Variable pay.
GCSIT needs to find a freelancer who can write a report in MS Access and then a transport process/mechanism/routine that will allow us to pull that report and batch the data from the report into sf.com.
