Access DB Design

I am looking for a freelancer to design an Access database for me. The main purpose of the database is data storage and retrieval. I would prefer a flat-file database structure. Additionally, I require user authentication to be implemented. The ideal candidate for this job would have experience in designing Access databases and be familiar with implementing user authentication. Some of the specific skills and experience that would be helpful for this project include:
