Access Database for Project Specifications

I need an Access database, or a recommended alternative, that facilitates the creation of new specification documents from a database of previous specifications. This is intended for a business customer. The database should accommodate:
- Primarily text and numerical data, with provisions for images and attachments
- The possibility of two simultaneous users
Ideal candidates will have extensive experience with database design, particularly with Access, and an understanding of how to structure a database for ease of use and accessibility. Knowledge of creating interactive databases with user-friendly interfaces will be highly beneficial.
