MS Access Database App

Need a custom-built online database app, built in MS Access, that creates a partnership between a mentor and mentee, and allows either partner to login online on laptop or mobile devices, and enter, one encounter at a time, the last connection event of the partnership, coded with "P" for phone connection, "T" for text connection, or "I" for in-person view, plus an optional comment. Either member of the pair (or an administrator) can log in and view the "connection history" of the partnership over three years. Only the partnership or an administrator can view the connection history of the pair. An administrator can view the connection history of all pairs. There will initially be 500 pairs of mentors/mentees using the app. Need this app built in two weeks (by January 15) if possible.
