RS232 control for homebridge -- 2

I would like someone to write a plug-in for homebridge (https://homebridge.io/)
Allowing me to control my NAD amplifier via RS232 (https://nadelectronics.com/wp-content/uploads/2016/09/C-368-RS232-Codes.zip)
Im thinking this is done by using a TTL board for a dedicated raspberry on the local network.
