UHF Antenna Design-build using AoA DSP, Phased array etc.

Looking to collaborate with Antenna experts for design/build of RFID UHF 860-960 MHz Active Digital always on antenna. It will support any RFID tags of the stated frequency range and the protocol. We have identified some possible technologies below but will rely on your expertise to pick one or combination of these or another suitable one from your experience. If you know of a pre-built solution that will be ideal.
This antenna will be connected to our MCU via a comm port and be fully software defined. Our objective is to accomplish a 0.3 meters x,y,z 3D planer precision location of RFID UHF passive tags at about 25 meter cone at about 8 meters height from floor. Must be RFID UHF Frequency range (roughly 860-960 MHz, supporting US, Europe, Asia spectrums) Applicable ISO standards like EPCglobal UHF RFID Class 1 Gen2/ISO 18000-63/6C. This may be always-on at times for wide area monitoring of RFID tags' precise locations, per requirements given here.
USA FCC Part 15 compliance is needed.
ERP, EIRP power output compliance to international standards is needed

If some 3rd party tools are used at runtime, our pre-approval, source codes and unlimited licenses be included, meeting our requirements given here. Please include some time to refine the scope,
We shall expect a professional solution with reasonable expectations of a complete system.

A. Antenna Technologies only suggested by us (you decide as experts)...
1. Active Digital phased array (Linear/planer/frequency),
2. SDR
3. Phase-of-Arrival Evaluation (Time. frequency, Spatial Domain), etc....) selection,
4. 4 patches in a quad (or 16 patches, also in a quad, 2x2 + 2x2 +2x2 + 2x2) and angle of arrival estimation from the quads or Dipole using DSP.

10. Please provide a test software app that emulates our reader commands/responses to prove the results gained by your antenna POC. Please let us know if you need us to provide some sample RFID tags for your testing, else we assume you will get them. Though they are available at very inexpensive price everywhere.

11. Suggest ways to improve/optimize the RFID passive tag's relative location x,y,z co-ordinates results.
