Raspberry PI IOT concept prototype.

Hello.
This is a project for a multitalented person. Electronics, hardware and programming skills are necessary.
I want to construct a concept-prototype using a raspberry PI, preferable a PI Zero.
_CONCEPT_
I want to control a small diod on a Raspberry pi output using a MYSQL database. If a certain field in the remote database turns "1" the diod should blink once.
The Raspberry PI should after confirmed blink set the data field value to "0". This means a two way communication for the Raspberry PI and database is needed.
All of this needs to be excecuted within 4 seconds.
The Raspberry PI will/should have a gsm/grps hat.
I need help with programming aswell as choosing the best hardware for this.
I will buy the needed and agreed hardware (or pay you for it) and provide for a test-server with database and needed simcard aswell (or pay you for it).
Prototype should be sent to me (I´ll pay for transport) after project completion
