OTG AT command sms pager

Budget: $250 – $750 AUD

I would really like to have my Konka sp10 phone to act as a sms pager, I would like to send it serial com info with an already active OTG usb connection and have it issue AT commands from an Arduino platform via the serial bus ?
Could someone help me with this please ?
