Laser Tag Game Build

I am search of someone with knowledge on laser tag technology. This person will be required to know computer programming and software building. The goal of this project is to have a computer application built that will run an entire laser tag system. For a more in depth guide of the project please review the attached document. Compensation will be within the budget guidelines and deadline is very laid back. If work is within budget and up to expectation I may offer a contract for future work.
