News Filter Function on current EA

I'm looking for a programmer who can add a news filter function to my current EA
details below as follows:
News Filter – True / False (If True: Trades will not be allowed if there is incoming high impact news)
Impact – High (Only high impact news)
No trade before - 24 hours (Trades will not be allowed 24hours before high impact news)
No trade after : 24 hours (Trades will not be allowed for 24hours after high impact news)
Close open trades : True/False (If true, Closing open positions/trades will be allowed if there is high impact news)
Close Trade before : 24 hours (If there is an existing open trades, it will close 24 hours before high impact news regarless if losing or winning)
